John Khoury, PhD, PE, PTOE: Biography

John Khoury – After graduating from the Lebanese American University in 2002, with a Bachelor of civil engineering with high distinction, Dr. Khoury was granted full scholarship for graduate studies at Virginia Polytechnic Institute and State University (VT) – top ranked university in engineering in USA. In 2003, he finished his master’s degree and continued on to complete his PhD in transportation engineering from VT by the end of 2005. In early 2006, Dr. Khoury joined CH2M HILL, an international engineering consulting company in San Diego, CA and worked on numerous projects with the City of San Diego, County and State of California and throughout the USA. During that time, Dr. Khoury received two licenses, professional engineering license in CA in 2008 and professional traffic operating engineer in 2009. Dr. Khoury served as member of several organizations in the field of engineering, namely Institute of Transportation Engineers (ITE) and Women in Transportation Engineering (WTS).

In 2010, Dr. Khoury went back to academia and to Lebanon, and joined the Lebanese American University as assistant professor of Civil Engineering. Since, he has been focused on the mission of education and learning, through his scholarly work and service to LAU, community and Lebanon. Dr. Khoury got promoted into associate professor with tenure in 2016. He joined the LAU faculty senate in 2017 and was elected as Chair of the Senate in 2018 and again in 2020. Dr. Khoury has authored more than 35 refereed journal and conference papers, received multiple research grants and remains in active service at LAU. His research interests are mainly focused on Intelligent Transportation Systems (ITS), risk assessment of design criteria, traffic operations and network management, and regional planning solutions. He is experienced in planning, traffic operations, mass transit systems, and air transportation systems.

In 2017, Dr. Khoury joined the Traffic Management Center in Beirut, as principal traffic engineering consultant. He has worked with the TMC team to optimize intersections timing and phasing plans to improve traffic operations, reduce delay and promote safety on the greater Beirut highway network. Dr. Khoury is the founding treasurer of the American Society of Civil Engineers in Lebanon. He has served on the board of ASCE since 2013 and is currently the Vice president. In 2020, Dr. Khoury was appointed as a member of the National Commission for Lebanese Women (NCLW).
